Shared Services Manager – Asia Pacific (APAC)

You are responsible for developing, implementing and managing HR Shared Services. You know how to identify, set up and manage the optimal HR shared services delivery model for the Asia Pacific region.

These services will include (1) management of HR administration, employee data, payroll, pensions, healthcare, insurance; (2) development and management of HR systems, reporting, HR data warehouse management (data quality and collection); (3) budget control; and (4) support in various other matters such as expatriate services, vendor management, etc. In view of the growth of the APAC region, the role may be extended to include additional services in the future.

Required qualifications


·         Appropriate professional qualification

·         Experience in HR Shared Services is preferred


·         Strong knowledge of HR processes and data management

·         Knowledge of employment legislation as well as payroll and C&B activities

·         Strong expertise with HR Information Systems

·         Hands-on and operationally involved as required

·         Strong team player who is used to work in a multicultural environment and with multidisciplinary teams

·         Excellent communication, organisational and project management skills


·         Knowledge of Energy & Services business market/context is a plus


Main activities and competencies

1. Strategic

·         Establish and lead the HR shared services function in support of the HR Strategy.

·         Develop SLA’s and KPI’s for the HR services in consultation with the different entities and drive improvements through a collaborative and strategic approach.

·         Develop and continuously optimise the administrative HR processes and data to an optimal standard in line with the function’s policies, procedures and objectives.

·         Manage the HR systems and interface with IT to identify opportunities where (digital) technology solutions can yield improved efficiencies/cost savings.

·         Set up and maintain an HR data warehouse system and reporting tools.

·         Identify opportunities to expand the remit of the team.

2. Operational

·         Develop specific plans, tools and actions in line with the HR strategy, and covering competing priorities.

·         Harmonise and simplify – where applicable – HR transactional services and practices to ensure they are regionally integrated and aligned with best practices.

·         Manage and maintain position descriptions and employee contracts

·         Be the owner of and subject matter expert on the deployment of HR Information Systems.

·         Collect and store all HR data in an efficient and effective way and ensure data integrity.

·         Ensure compliance of the region’s practices with ENGIE guidelines, applicable labour legislation and labour agreements.

3. Organisational

·         Identify and implement improvements to SLA’s/service delivery.

·         Deliver quality services on time and with a strong focus on customer service.

·         Act as the HR centre of expertise.

·         Work closely together with the other functions in the regional HR team as well as with the HR teams in the entities.

·         Leverage off the strengths of the global ENGIE group.




4. Planning & Delivery of Work

·         Develop a critical path/timeline for the HR services function in view of a planned and organised approach to achieving objectives.

·         Follow up SLA’s and KPI’s and improve where needed.

·         Monitor internal HR systems and databases.

·         Create HR dashboards and reports.

·         Follow-up and control the HR budget.

·         Find cost effective ways to deliver tangible results, taking an innovative approach to solving problems.

5. Decision Making

·         Gather, verify and assess all appropriate and available information to optimise processes and systems.

·         Consider a range of possible options, evaluate evidence and seek advice where appropriate.

·         Make clear, timely, justifiable decisions and review as necessary.

·         Balance risks, costs and benefits, taking the wider impact of decisions into account.

·         Exercise discretion and apply professional judgement, ensuring actions and decisions are proportionate and in everyone’s best interest.


6. Stakeholder Engagements

·         Build and maintain professional and collaborative partnerships with vendors and all other internal and external stakeholders.
